Toniann Richard
CEO
Toniann Richard is CEO HCC Network, a Rural Health Network and Federally Qualified Health Center located in West Central Missouri. With help from her staff, executive board and partners, HCC is one of the country’s foremost rural health organizations. The nonprofit also owns and operates FQHCs in Buckner, Carrollton, Concordia, Waverly, Lexington and Independence. HCC Network is supported by multiple state and federal funds, regional foundations, various partners, and investments. Toniann, who began her journey at HCC in 2007, has raised millions in grant funding that directly fuels programs that close access barriers to care for the underserved.

Marsha Corbin
Board Chair
Marsha Corbin has served as Executive Director for Old Trails Regional Tourism since September 2013. Prior to this position she worked for University of Missouri Extension with the Healthy Lifestyle Initiative in Lafayette County. She was the recipient of the Healthcare Foundation of Greater Kansas City 2013 Healthy Lafayette Award for her work with farmers markets, local food pantries and walking and biking trails. Marsha has been on the HCC Board of Directors since 2014, and currently serves as board chair. Prior to her employment with Old Trails, Marsha served as a volunteer leader in the Show-Me Scenic Byway project, the predecessor to the Old Trails Partnership. Her previous work experience included 17 years in the title insurance industry. She attended the University of Missouri-Columbia, majoring in agriculture business. She lives on the family’s Century Farm in Dover and raises cattle and crops in partnership with her two sons.

Janice Putnam
Board Vice Chair
Dr. Putnam is a retired faculty member at the University of Central Missouri. She has served in various capacities over the past 21 years, including Professor of Nursing and Health Studies, Honors College Faculty Fellow, Associate Dean of the Graduate School, Interim Director of the Office of Sponsored Programs, and as the Senior Academic Policy and Compliance Specialist/Special Projects for the Provost. The courses she led included Drugs: Addiction to Recovery, Health Policy, Health Behavioral Theory, and Global Health. Dr. Putnam earned her Ph.D. in nursing from the University of Missouri. Her research examines health and policy issues related to tobacco/marijuana, and the evaluation of health and wellness care provided to vulnerable populations

Holly Mefferd
Board Secretary
Holly Mefferd is the properties and office manager at the Lexington 4-Life Center. She began working at the 4-Life Center in January 2014 where she oversees all the financial, operational and building responsibilities for the Lexington Senior Center, Inc., Lafayette Square Properties, and the Lexington 4-Life Foundation. Holly brings a wealth of experience to her position on HCC’s Board as a former bank officer at Napoleon Bank and previous office manager for her family’s business. As a lifelong resident of Lafayette County, Holly enjoys volunteering in various community-betterment organizations and is passionate about securing health and wellness for rural communities. Holly and her husband are raising two boys in rural Odessa, Missouri.

Linda Crowell
General Member
Linda started in the health care field in 1972 at the Kelling Clinic & Hospital. She served as administrative assistant and a human resources professional for 14 years. Linda later joined the team at Lafayette Regional Health Center (LRHC), where she worked for 30 years. During her tenure there, she served as director of patient accounting and later served as director of physician clinics. Linda retired from LRHC in 2017. “I truly enjoyed my 44 years in the health care field and saw many changes during that time,” she said. Linda studied at Wentworth in Lexington, Mo., and later pursued a bachelor’s in health care at St. Thomas University. She lives in Odessa with her husband, Bill. Linda’s hobbies include yoga, traveling with friends and spending time with grandchildren.

Suzanne Gladney
General Member
Suzanne Gladney founded and supervises the Migrant Farmworkers Assistance Fund (MFAF), serving migrant farmworkers who pick fruit and vegetable crops in Missouri. She held the position of Managing Attorney for Legal Aid of Western Missouri (West office) for more than 36 years. She specializes in immigration law and advises community agencies serving immigrants. She is a frequent speaker on immigration and migrant farmworker issues and is active in a number of community, cultural and social justice organizations.

Sarrah Morgan
General Member
Sarrah Morgan is Superintendent of Schools for the Lexington R-V School District. She entered the field of education in 2000 and has served as a teacher, counselor, and administrator. Morgan received a Bachelor of Science Degree in Elementary Education with an endorsement in Early Childhood Education from Central Missouri State University, a Master of Arts in Teaching from Webster University, and an Education Specialist Degree in Human Services from University of Central Missouri. She lives in her school community of Lexington, where she jointly owns Papa Jack’s Pizza with her husband, Derek, retired Army Master Sergeant. They have six children, ages teen – adult.

Julie Pratt
Treasurer
Julie Pratt has served over 25 years in the behavioral health field with 23 of those years in community mental health in the state of Missouri. She is currently the President and CEO at Comprehensive Mental Health Services, Inc. Julie is well-known in the region and state through her participation in efforts to raise awareness and provide solutions to behavioral health issues. Julie enjoys spending time with her family, and two dogs, outdoors or watching sporting events.

Jami Benson
General Member
Jami Benson has a strong desire to give back to the community in which she was born and raised. She has actively volunteered for the Concordia schools for many years, held board positions with local civic organizations, and led various community events. Jami serves as the vice president for the Concordia R-2 School Board, vice president for Concordia Main Street, and sits on the advisory board for University of Central Missouri’s Harmon College of Business. Also a UCM graduate, she earned a Bachelor of Science in business administration with a major in finance. Since then, Jami has spent the last two decades working in the financial services industry, employed by State Street Corporation and serves as vice president of Global Technology. There she leads large scale strategic initiatives. Jami and her husband, Eric, reside outside of Concordia with their daughter, Kaleigh.

Stephen Munson
General Member
Steve’s career in law enforcement began in 2003 with the Lafayette County Sheriff’s Office. He worked as a jailer while attending the Western Missouri Regional Police Academy. After graduating from the academy, he began working as a road patrol deputy and promoted through the ranks to his current position as a lieutenant. Steve received Crisis Intervention Team (CIT) certification in 2007, becoming one of the first deputies at the Sheriff’s Office to hold this certification. Steve is a veteran of the United States Air Force, serving in South Korea and during Operation Desert Shield/Desert Storm. Steve graduated from Central Missouri State University with a Bachelor of Science degree in Criminal Justice Administration, with an emphasis in law enforcement. Steve and his wife, Brandy, live in Odessa and they have two adult sons.

Breann Jensen
General Member
Breann is the Administrator of the Lafayette County Health Department. Breann obtained her bachelor’s degree in Health Science with an emphasis on Community Health from the University of Central Missouri. Breann has worked at the health department for over six years. During the first five years with the department, she led a community-wide health needs assessment engaging many community partners across the county. She also served as the Community Health Educator managing multiple programs across the county. These programs included chronic disease management among adults and child wellness programs within the school districts of Lafayette County. Breann lives in Higginsville, MO with her husband Nick and their two children.
